Former Harrisburg union boss staring down 20 years for wire fraud



The former head of a Harrisburg security officers union is facing federal wire fraud charges on accusations he stole nearly $67,000 of his union's money.

According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, Howard Royal, 50, of Steelton, made fraudulent, unauthorized electronic transfers of $66,989.02 from the United Government Security Officers of America Local 304 to himself.

The union represents security officers in state government agencies in Pennsylvania.

The charges stem from the 11 months Royal held office at the union, from December 2009 to November 2010.

Royal faces a maximum of 20 years in jail and a $250,000 fine under a guilty plea agreement that requires approval of the federal court. The agreement also includes full restitution of the money.
