Local bridges among first to be replaced in state's three-year $900M overhaul



Thirteen bridges in Monroe and Schuylkill counties are among the first to be replaced in the state Department of Transportation's massive $899 million bridge reconstruction plan.

Statewide, work will begin this month on the plan to replace 558 bridges the next three years. The work is being managed through a public-private partnership with Plenary Walsh Keystone Partners.

The Rapid Bridge Replacement Project plans to replace 58 bridges this year. Construction is accelerated in part through the use of prefabricated components assembled at the construction site.


The first of the bridge replacements includes a number in Monroe and Schuylkill counties. Projects in Berks, Lehigh and Northampton counties are slated to begin further along in the three-year project.

Plenary Walsh Keystone Partners, which is a consortium of several national road-construction firms, will manage bridge design, construction and maintenance under the contract.

The team is responsible for financing the effort, and PennDOT will make performance-based payments based on the contractor’s adherence to contract terms.

PennDOT will maintain ownership of the bridges and will be responsible for routine maintenance such as snow plowing and debris removal.

Plenary Walsh said 11 Pennsylvania-based subcontractors will perform work on the bridge project; none of them are from the Greater Lehigh Valley.
