The National Labor Relations Board ruled this week that
Crozer-Chester Medical Center violated employee rights during a two-day strike
by nurses in September.
Crozer-Chester officials said they were reviewing the
ruling and considering an appeal.
An administrative judge at the NLRB found management at
the Upland, Pa., hospital violated employee rights by activities including
illegally informing employees that they could not engage in picketing or
protest in support of the union in outside, nonworking areas of Crozer
property. The judge found Crozer-Chester officials also acting improperly in
refusing to turn over information to the Pennsylvania Association of Staff
Nurses and Allied Professionals (PASNAP) regarding the contract given to the
staffing agency that provided replacement nurses during the strike.
PASNAP represents about 550 nurses at Crozer-Chester,
which is owned by the Crozer-Keystone Health System. The union’s contract with
the hospital expired last June. Contract negotiations between Crozer-Chester
and the nurses’ union are continuing, with sessions scheduled with a federal
mediator on June 11 and 18.
