A major site-improvement project at the York County Solid
Waste Authority's resource recovery center will kick off next week.
In January, the authority awarded prime contracts worth
more than $46 million for improvements to its Blackbridge Road campus in
Manchester Township.
The $62 million project will “lay the foundation for
increased safety, improved customer service and establishment of key
infrastructure necessary to ensure future capacity” for waste management, the
authority said in a news release.
Funding for the project will come from the authority’s
capital reserve fund and a $10 million bank loan approved by the board last
year.
The authority owns 150 acres along Blackbridge Road, with
the current facility taking up 22 acres. The site-improvement construction
activities will be conducted on an additional 27.5 acres within the existing
property.
Those activities will include relocating the scalehouse
closer to the tipping hall. The scalehouse also will be expanded to four scales
from two to allow for more automation for commercial haulers and quicker
service.
A new customer convenience area of more than four acres
will be built to the west of the tipping hall. It will include a waste bunker
to serve small haulers and boxes for the placement of certain special wastes
and recyclable materials and space to accept dedicated loads of yard waste.
Expanding the tipping hall and waste storage pit to
reduce traffic congestion and improve safety also will be a major focus of the
improvement project. In addition, the authority will relocate its warehouse and
maintenance facilities and build a new education center to serve students,
school groups and others who tour the recovery center annually.
A groundbreaking event for the project is slated for 11
a.m. April 22, which is Earth Day.
