PennDOT accepting unsolicited transportation P3s until April 30



The PennDOT Office of Public-Private Partnerships today announced that it is accepting unsolicited proposals for transportation projects from the private sector through April 30.

The submission period applies to PennDOT-owned projects and infrastructure, the agency said in a news release.


During this period, private-sector applicants can submit proposals to deliver transportation projects that include roads, bridges, rail, aviation and ports.

Proposals can also include more efficient models to manage existing transportation-related services and programs. Private-sector entities may also submit applications for non-PennDOT-owned assets directly to the P3 board during this time.

Gov. Tom Corbett signed the Public and Private Partnerships for Transportation Act in September 2012, allowing P3 projects in the state for transportation. In recent years, public-private partnerships have grown in popularity among state transportation departments across the country.

The partnerships enable the state to harness the ingenuity and expediency of the private sector, while getting better prices. For private-sector companies, the incentive comes with the chance to win major contracts.

In the fall, for example, Pennsylvania officials announced a project that will allow a private partner to design, build, finance, operate and maintain compressed natural gas (CNG) fueling stations for transit agencies all across the state. That contract has not been awarded yet.

Instructions on how to submit a project and information on the unsolicited proposal review process can be found on the state’s P3 website.

A seven-member Public Private Transportation Partnership Board will examine and approve potential public-private transportation projects. If the board determines a state operation would be more cost-effectively administered by a private company, the company will be authorized to submit a proposal and enter into a contract to either completely or partially take over that operation for a defined period of time.

The next unsolicited proposal period will occur in October, the release said.
