Judge approves nonprofit as part of Harrisburg's recovery



Commonwealth Court Judge Bonnie Brigance Leadbetter today approved the application for Impact Harrisburg, a nonprofit corporation that will steer the capital city's economic development and infrastructure efforts under its recovery plan.


Harrisburg’s recovery coordinator, Fred Reddig, filed an application with the court last month.

The judge’s order said no comments or objections had been filed regarding the application.

Impact Harrisburg is to be governed by a nine-member board of directors appointed by the coordinator. It will receive money from the city’s parking monetization, which was approved last year as part of the incinerator sale.

Up to $25,000 of a $100,000 trust account identified in the Harrisburg Strong Plan is to be used in the formation of the nonprofit, according to the order. The remaining money is for the city’s comprehensive plan update.

Impact Harrisburg will receive about $6.2 million in economic development funds, according to the application, and about the same amount for infrastructure improvements from the asset deal. Both pots of money will be awarded semi-annually.

On the economic development side, half of the money will be targeted for large project grants, while 30 percent and 20 percent, respectively, will be for community building and contingency grants.

About 90 percent of the infrastructure funds will be targeted for infrastructure grants, with the remaining 10 percent for contingency grants.
