Former Camp Hill Borough manager charged with environmental crimes: Allowed millions of gallons of untreated sewage to be discharged



The Attorney General's Environmental Crimes Unit announced environmental charges today against former Camp Hill Borough manager Gary Kline.


Kline, 46, of Hampden Township, is charged with several violations of the Clean Streams Law, the Solid Waste Management Act and the Fish and Boat Code, according to Attorney General Kathleen Kane.

An investigation revealed that Kline allegedly allowed millions of gallons of untreated sewage to be discharged into the Conodoguinet Creek and the Yellow Breeches Creek over a period of six years. These unpermitted sewage discharges reportedly occurred during high volume rain events.

The charges include two counts of unlawful conduct, one count of prohibition against other pollution, one count of sewage discharges, one count of pollution of waters and one count of unlawful conduct — illegal dumping.

Kline, who resigned in January, surrendered on Tuesday before Magisterial District Judge Richard Dougherty. He was preliminary arraigned and released on his own recognizance. A preliminary hearing is slated for Nov. 11.

Senior Deputy Attorney General Brian Coffey will prosecute the case in Cumberland County.
