Carlisle Borough Council granted tentative approval
Thursday for a connector road needed by Goodman Birtcher to serve its
controversial warehouse plan.
Council approved the plan unanimously and tabled an
ordinance introduced earlier this year to prohibit such access roads in the
future.
Goodman Birtcher says its 2-million-square-foot logistics
center plan will create 900 jobs, 80 percent of which will be permanent
positions.
The plan also is in South Middleton and Dickinson
townships. Despite opposition from residents, Dickinson Township supervisors
voted March 17 to rezone 86 acres in the township's business recreation
district along Allen Road to business industrial.
Borough council voted in April to permit warehousing in
its I-C zoning district so Goodman Birtcher can construct a road to the
facility that would allow trucks access from Allen Road.
If the company can't gain access to Allen Road, trucks
will be forced to use a longer route to and from Interstate 81 Exit 44 via
Route 11 (Ritner Highway).
Council also introduced an ordinance amendment to
prohibit an access road from being built across land in the borough when the
zoning in an adjacent municipality is not identical.
Councilman Sean Shultz said this morning he asked for the
ordinance to be tabled to give South Middleton Township more time to review the
proposal and provide comment.
The ordinance change would not apply to the Goodman
Birtcher plan, which would be grandfathered since the company submitted plans
already.
