AFSCME District Council 33 President Pete Matthews, whose
blue-collar union led the protest that forced Mayor Nutter to abandon his
budget address last year, continued to criticize Nutter for long-stalled
contract talks but gave Council President Darrell Clarke a pass for locking the
public out of today's budget address.
"He is in charge of City Council," Matthews said.
"He closed it down. We respect that."
Matthews said he was happy Council sent a letter to Nutter
last month that urged the mayor to settle the municipal unions' contract
disputes.
He would not say if his members would have disrupted
Nutter's speech, as they did last year, if Clarke did not lock them out of the
chambers.
