Senate Bill 802:  Legislation will update standards applied to boilers while strengthening safety requirements. Additionally, the bill will allow for private inspection of boilers and unfired pressure vessels in the Commonwealth.

Senate Bill 802:  An Act amending the act of June 18, 1998 (P.L.655, No.85), known as the Boiler and Unfired Pressure Vessel Law, further providing for definitions, for design and construction, for construction of act, for registration of boilers and unfired pressure vessels, for shop inspection, for repairs and alterations and for field inspection; repealing provisions relating to issuance of certificates of operation, inspector commissions and fees for examination, enforcement, placement of equipment out of service, regulatory authority, right of entry, accident report, fees, procedure in prosecutions and penalties; and providing for field inspection frequency, for certificates of operation, for inspector commissions and for authorized private inspection agencies, for powers of department, for department investigation, for accident report, for fees, for department enforcement and for administrative penalties.

Subject:           Modernizing and Revising the Boiler and Unfired Pressure Vessel Law

In the near future, I plan to introduce legislation aimed at modernizing and revising the Commonwealth’s Boiler and Unfired Pressure Vessel Law. The legislation will update standards applied to boilers while strengthening safety requirements. Additionally, the bill will allow for private inspection of boilers and unfired pressure vessels in the Commonwealth.

The Boiler and Unfired Pressure Vessel Law came to my attention as a business in my district sought to use new boiler technology in their operations, but was restricted due to outdated standards in statute.  Through conversations and work with the Department of Labor and Industry, this amendment was crafted to allow for new modern standards to be adopted, while allowing for future modernization as well.
