U.S. Army Corps of Engineers, Philadelphia District, is soliciting comments from the construction community





The U.S. Army Corps of Engineers (USACE) Philadelphia District is soliciting comments from the construction community about the potential use of a Project Labor Agreement on federal construction contractors to build storm damage reduction structures at Absecon Inlet in Atlantic City, N.J.

Labor Market Survey: In addressing projects within the scope of Executive Order 13502, USACE districts will need to undertake a labor market survey as part of their PLA evaluation process. USACE district PDTs should consider the following:

1. Issuing a Sources Sought Notice:

The Corps of Engineers Philadelphia District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for the following large scale (exceeding $25 million) construction project:

Absecon Inlet Coastal Storm Damage Reduction Structures Absecon Inlet, Atlantic City, New Jersey.

Project Description: Contract work will consist of constructing a steel sheet pile bulkhead fronted by a large stone revetment along 1,340 feet between Oriental and Atlantic Avenues, and constructing a timber pile bulkhead with a protective stone seawall for approximately 241 feet between Melrose and Madison Avenues along the Absecon Inlet frontage of Atlantic City, New Jersey. The major items of work to be performed under this contract include, but are not limited to:

Demolition of remaining existing boardwalk, concrete piles, bents;
Removal of concrete rubble, debris and concrete infill
Demolition of existing timber pile remnants, bulkhead remnants;
Excavation: removal and reuse of existing stone,
Installation of new boardwalk support piles, bents; placement of articulated concrete block foundation mattress;
Placement of core stone and stone fill and placement of 9 ton to 13 ton capstone;
Installation of steel sheet piling; construction of a concrete cap on the steel sheet piling and driving of wooden piles; timber bulkhead construction;
Placement of 2.5 ton to 5 ton capstone; and construction of outfall/drainage structures.
Award of this contract is subject to the availability of funds.

Range of Magnitude: Between $10,000,000.00 and $25,000,000.0
